Section 431 of title 14, United States Code, is amended— by striking Not later than 1 year and inserting the following: Except as provided in subsection (b), not later than 1 year ; and by adding at the end the following: Notwithstanding any other provision of law, including section 701 of title 10, the Secretary of the department in which the Coast Guard is operating shall ensure that any rule, policy, or memorandum that provides leave associated with the birth or adoption of a child to officers and enlisted members of the Coast Guard permits, at the discretion of the Commanding Officer— an officer or member to take such leave in increments; and flexible work schedules for such officer or member until all such leave is expended. .
