The Secretary of the department in which the Coast Guard is operating shall conduct a 1-year pilot program to determine the impact of persistent aircraft-based surveillance on illegal maritime activities in the Alaskan and Western Pacific regions. The pilot program shall— use light aircraft-based detection systems which can identify potential illegal activity from higher altitudes and produce enforcement-quality evidence at lower altitudes; and be directed at detecting and deterring illegal, unreported, and unregulated fishing and enhancing maritime domain awareness.
