The Secretary of the department in which the Coast Guard is operating shall, in accordance with law— partner with other Federal, State, and local government agencies to leverage technology, including existing sensor and camera systems and other sensors, to provide continuous monitoring of the maritime border; and enter into such agreements as the Secretary considers necessary to ensure 24-hour monitoring of such technology.
