Not later than 545 days after the date of enactment of this Act, the Commandant of the Coast Guard shall submit to the Committee on Commerce, Science, and Transportation of the Senate and the Committee on Transportation and Infrastructure of the House of Representatives a plan to replace the aging fleet of inland waterway and river tenders. The plan described in subsection
(a)shall include— a schedule for the acquisition to begin; the date the first vessel will be delivered; the date the acquisition will be complete; a description of the order and location of replacements; an estimate of the cost per vessel and for total acquisition program of record; and an analysis of whether existing vessels can be used.
