Chapter 11 of title 14, United States Code, is amended by inserting after section 424a the following: Of the amounts appropriated for retirement pay under this chapter in any fiscal year, the Secretary may use such sums as are necessary for the following purposes (in addition to other amounts that may be available for such purposes) as such purposes relate to a member: Lump sum payment of certain retired pay under section 1415 of title 10. Thrift Savings Plan contributions under section 8440e(e) of title 5.
