Section 291 of title 14, United States Code, is amended— by inserting
(a)before In general .— Any regular and indenting appropriately; in subsection (a), as designated— by inserting of the Coast Guard after officer ; and by striking President and inserting Secretary ; and by adding at the end the following: The Secretary may authorize the Commandant, through fiscal year 2019, to reduce the requirement under subsection
(a)for at least ten years of active service as a commissioned officer to a period of not less than eight years. .
