Of the amounts made available for the Department of State and the United States Agency for International Development to support global health and civil society, including human rights defenders, and to promote the rule of law and good governance in fiscal years 2017 and 2018, up to $25,000,000 may be used to support human rights, democracy, and public health in the Philippines, including— supporting Filipino defenders of human rights; assisting victims of human rights violations; responding to human rights emergencies; promoting and encouraging the rule of law, including the support for nongovernmental organizations in the Philippines; promoting a public health approach to substance abuse, drug addiction, and the illegal use of narcotics utilizing comprehensive, voluntary, and community-based treatment and rehabilitation programs that are consistent with international standards; and carrying out such other related activities as are consistent with paragraphs
(1)through (5).
