The amendments made by this subtitle shall apply to taxable years beginning after December 31, 2025. Notwithstanding subsection (a), the amendments made by this subtitle shall not take effect unless— the excess of— the cumulative aggregate on-budget Federal revenue from all sources for the period beginning on October 1, 2017, and ending on September 30, 2026, (as determined by the Secretary of the Treasury based on amounts reported in the Financial Report of the United States), over $27,487,000,000,000, is greater than or equal to $900,000,000,000.
