The Corps of Engineers shall make efforts— as part of the mission of the Corps, to identify and address with respect to covered communities any disproportionate and adverse health or environmental effects of the Corps’ programs, policies, practices, and activities; to promote the meaningful involvement of communities of color in the Corps’ project development and implementation, enforcement efforts, and other activities; to provide guidance and technical assistance to covered communities to increase understanding of the Corps’ project planning and management activities, regulations, and policies; and to cooperate with State, Tribal, and local governments with respect to activities carried out pursuant to this subsection.
In this section, the following definitions apply: The term community of color means a community of individuals who are— American Indian or Alaska Native; Asian or Pacific Islander; Black, not of Hispanic origin; or Hispanic. The term covered community means each of the following: A community of color. A low-income community. A rural community. A Tribal and indigenous community.
