Section 319(a)(1) of the Federal Election Campaign Act of 1971 ( 52 U.S.C. 30121(a)(1) ) is amended by striking to make each place it appears and inserting to make or solicit . The amendments made by subsection
(a)shall apply with respect to solicitations made on or after the date of the enactment of this Act.
