Section 404a(a) of title 39, United States Code, is further amended— in paragraph (2), by striking or at the end; in paragraph
(3)by striking the period and inserting ; or ; and by adding at the end the following: offer to the public any postage-evidencing product or service that does not comply with any rule or regulation that would be applicable to such product or service if the product or service were offered by a private company. .
