Sec. 303. Office of Disaster Recovery Small Business Grants

There is established within the Small Business Administration an office to be known as the Office of Disaster Recovery Small Business Grants . The Office shall receive, process, and pay claims in accordance with section 304. The Office— shall be funded from funds made available under this title; and may reimburse any other Federal agency for provision of assistance in the receipt and processing of claims. The Office may appoint and fix the compensation of such temporary personnel as are necessary to carry out the duties of the Office, without regard to the provisions of title 5, United States Code, governing appointments in the competitive service.
On the request of the Administrator, the head of any other Federal agency may detail, on a reimbursable basis, any of the personnel of the agency to the Federal Emergency Management Agency to assist the Office in carrying out the duties of the Office under this title. The establishment of the Office shall not diminish the authority of, or funding available to, the Administrator to carry out the responsibilities of the Small Business Act.
