In this Act, the Democracy Dollar Administrator with respect to an eligible individual is— in the case of an individual who is a resident of a State with a State implementation plan approved by the Democracy Fund Commission under section 205(b), the official of the State who is designated to administer the Democracy Dollars Program in the State under such plan; or in the case of an individual who is not a resident of a State described in paragraph (1), the Democracy Fund Commission under section 206.
