A payment made to a candidate or committee under the Democracy Dollars Program at the direction of an eligible individual, as described in this subtitle, shall not be treated as a contribution made to the candidate or committee by the eligible individual for purposes of the Federal Election Campaign Act of 1971 ( 52 U.S.C. 30101 et seq.). In making payments to candidates and political committees under this section at the request of an eligible individual, the Democracy Dollar Administrator shall take all practicable steps to ensure that no information relating to the identity of the individual who requests that the payment be made to the candidate or committee is disclosed or otherwise made known to the candidate or the committee, including through the use of blind trusts or similar devices.
