Congress makes the following findings: The Lima Group is a diplomatic bloc whose members include Argentina, Brazil, Canada, Chile, Colombia, Costa Rica, Guatemala, Guyana, Honduras, Mexico, Panama, Paraguay, Peru, and Saint Lucia. The Lima Group— has condemned the rupture of the democratic order in Venezuela; has reaffirmed the authority of the democratically elected National Assembly of Venezuela; has rejected Venezuela’s National Constituent Assembly; has called on the Government of Venezuela to accept humanitarian assistance in order to address the country’s growing economic crisis; and has stated that it does not recognize the legitimacy of Venezuela’s May 20, 2018, presidential election as it did not comply with international standards for a democratic, free, fair, and transparent process.
It is the sense of Congress that the Secretary of State should conduct diplomatic engagement in support of efforts by the Lima Group to restore democracy and the rule of law Venezuela and facilitate the delivery of humanitarian assistance for the Venezuelan people.
