Except as provided in subsection (b), this Act and the amendments made by this Act, shall take effect 180 days after the date of the enactment of this Act. Subsections (a), (b), and (d), and the second sentence of subsection (c)(2), of section 923A of title 18, United States Code, as added by the amendment made by section 4(a) of this Act, shall take effect on the date of the enactment of this Act.
