Sec. 7. Restrictions on offshore aquaculture activities

Except as provided in subsection (c), no person may engage in offshore aquaculture except in accordance with an offshore aquaculture permit— issued under section 6; or issued, before the date of enactment of this Act, under the Magnuson-Stevens Fishery Conservation and Management Act ( 16 U.S.C. 1801 et seq.). With respect to a coastal State that has in effect a law that bans or prohibits certain types of aquaculture, cultured species shall be permitted in the exclusive economic zone adjacent to such State consistent with the law of such State.
Nothing in this Act shall supersede permit applications in process on the date of enactment of this Act or permits that are in place on the date of enactment of this Act.
