It is the sense of Congress that States should enact comprehensive laws to ensure that the health needs of incarcerated women, including women during the period of pregnancy and postpartum recovery, are met, and that such laws should include a prohibition of the use of restrictive housing and restraints on inmates during the period of pregnancy and postpartum recovery that is substantially similar to the restriction under section 4322 of title 18, United States Code.
