Except as provided in subsection (b), an institution of higher education may not restrict, or be a member of an intercollegiate athletic association that restricts amateur athletes from participating in amateur sports. Subsection
(a)shall not apply to restrictions with respect to— performance enhancement drugs; controlled substances which are illegal under the State laws in which the institution is located; educational requirements; or student code violations.
