After the expiration of the transition period under section 551— the FHA shall exercise (in addition to powers set forth in section 552) all authority and undertake all responsibilities of the Secretary of Agriculture under title V of the Housing Act of 1949 (as amended by this title), except as otherwise provided in this title and except that any authority that requires an appropriation may be conducted only to the extent that amounts are so appropriated; and such authority shall not be subject to the review or approval of the Secretary of Agriculture.
