Section 221(c)(3)(C) of the Social Security Act ( 42 U.S.C. 421(c)(3)(C) ) is amended by striking April 1, 1992, and annually thereafter and inserting December 31 of each year . Section 290(c) of the Immigration and Nationality Act ( 8 U.S.C. 1360(c) ) is amended— by striking fiscal year (beginning with fiscal year 1996) and inserting calendar year ; and by striking such fiscal year and inserting such calendar year .
