Section 203(c) of the Department of Education Organization Act ( 20 U.S.C. 3413 ) is amended— by striking and at the end of paragraph (3); by striking the period at the end of paragraph

(4)and inserting ; and ; and by adding at the end the following new paragraph: to impose a civil penalty to be paid by an institution of higher education that has violated a law under the jurisdiction of the Office for Civil Rights, the amount of which shall be determined by the gravity of the violation, and the imposition of which shall not preclude other remedies available under Federal law. .
