It shall be the policy of the United States to— combat the international trafficking of persons for the removal of their organs; promote the establishment of voluntary organ donation systems with effective enforcement mechanisms in bilateral diplomatic meetings, as well as in international health forums; and promote the dignity and security of human life in accordance with the Universal Declaration of Human Rights.
