Sec. 2513. Report on establishment of Foreign Malign Influence Response Center

Not later than 180 days after the date of the enactment of this Act, the Director of National Intelligence shall submit to the Permanent Select Committee on Intelligence of the House of Representatives and the Select Committee on Intelligence of the Senate a report on the potential establishment of a center, to be known as the Foreign Malign Influence Response Center that— is comprised of analysts from all appropriate elements of the intelligence community, including elements with related diplomatic and law enforcement functions; has access to all intelligence and other reporting acquired by the United States Government on foreign efforts to influence, through overt and covert malign activities, United States political processes and elections; provides comprehensive assessment, and indications and warning, of such activities; and provides for enhanced dissemination of such assessment to United States policy makers.
The Report required by subsection (a)— shall contain, at a minimum, a discussion of the desirability of the establishment of such center and any barriers to such establishment; and may contain any recommendations the Director determines appropriate.
