Of the amount appropriated or otherwise made available by title IV of this division under the heading Research, Development, Test and Evaluation, Navy , up to $2,000,000 may be available for research on a practical means of reducing fighter aircraft engine noise (both near and far noise impacts) at the source while maintaining operational performance.
