Not later than 120 days after the date of the enactment of this Act, the Secretary of Defense shall, acting through the Under Secretary of Defense for Research and Engineering, submit to the congressional defense committees a report on current investments of the Armed Forces in research on energetics. The report shall include the following: A comparison between current investments of the Navy in research on energetics and current investments of the other military departments in such research. Recommendations for the most appropriate investments by the Armed Forces in research on energetics in the future, and a strategic roadmap for such investments.
