(a)There are appropriated under the heading Public Health Scientific Services under the heading Centers for Disease Control and Prevention , in addition to any other amounts made available under such heading, $5,000,000 to be available for the establishment of the National Neurological Conditions Surveillance System as authorized in 21st Century Cures Act ( Public Law 114–255 ). Notwithstanding any other provision of this Act, the total amount appropriated under the heading Substance Abuse and Mental Health Services Administration is hereby reduced by $5,000,000
