None of the funds made available by this Act may be used to approve, or require the development or implementation of, a Marbled Murrelet Long Term Conservation Strategy for the 1997 Washington State Trust Lands Habitat Conservation Plan that sets aside forested acres in excess of those identified as occupied habitat, existing old growth stands, stands that will become old growth within 70 years, and associated buffers.
