The second proviso under the heading Department of Health and Human Services—Administration for Children and Families—Children and Families Services Programs in title II of division H of Public Law 115–31 shall be applied during the period covered by this Act as if the following were struck from such proviso: , of which $80,000,000 shall be available for a cost of living adjustment notwithstanding section 640(a)(3)(A) of such Act .
