In addition to the amounts otherwise provided by section 101, an additional amount is provided for Environmental Protection Agency—Water Infrastructure Finance and Innovation Program Account for administrative expenses to carry out the direct and guaranteed loan programs, notwithstanding section 5033 of the Water Infrastructure Finance and Innovation Act of 2014, at a rate for operations of $3,000,000.
