Notwithstanding section 101, the third proviso under the heading Power Marketing Administrations—Operation and Maintenance, Southeastern Power Administration in division D of Public Law 115–31 shall be applied by substituting $51,000,000 for $60,760,000 . Notwithstanding section 101, the third proviso under the heading Power Marketing Administrations—Operation and Maintenance, Southwestern Power Administration in division D of Public Law 115–31 shall be applied by substituting $10,000,000 for $73,000,000 .
