Sec. 1415. Regulations relating to special registration for telemedicine

Section 311(h) of the Controlled Substances Act (21 U.S.C. 831(h)) is amended by striking paragraph
(2)and inserting the following: Not later than 1 year after the date of enactment of the Opioid Crisis Response Act of 2018 , in consultation with the Secretary, and in accordance with the procedure described in subparagraph (B), the Attorney General shall promulgate final regulations specifying— the limited circumstances in which a special registration under this subsection may be issued; and the procedure for obtaining a special registration under this subsection. In promulgating final regulations under subparagraph (A), the Attorney General shall— issue a notice of proposed rulemaking that includes a copy of the proposed regulations; provide a period of not less than 60 days for comments on the proposed regulations; finalize the proposed regulation not later than 6 months after the close of the comment period; and publish the final regulations not later than 30 days before the effective date of the final regulations. .
