The Office of National Drug Control Policy Reauthorization Act of 1998 ( 21 U.S.C. 1701 et seq.) is amended— by striking section 703(b) ( 21 U.S.C. 1702(b) ); in section 704 ( 21 U.S.C. 1703 )— in subsection (c)— in paragraph (3)(C)— in the matter before clause (i), by inserting requests a level of funding that will not enable achievement of the goals of the National Drug Control Strategy, including after request that ; in clause (iii)— by striking drug treatment and inserting substance use disorder prevention and treatment ; and by striking the semicolon at the end and inserting ; and ; by striking clauses (iv), (vi), and (vii); by redesignating clause
(v)as clause (iv); and in clause (iv), as so redesignated, by striking the semicolon and inserting a period; in paragraph (4)(A), by striking $1,000,000 and inserting $5,000,000 or 10 percent of a specific program or account ; and in subsection (f)— by striking the first paragraph (5); and by striking the second paragraph (4); and by striking section 708 ( 21 U.S.C. 1707 ).
