Not later than 180 days after the date of the enactment of this Act, the Secretary of Health and Human Services shall submit a report to the Committees on Appropriations of both Houses of Congress, the Committee on Health, Education, Labor, and Pensions of the Senate, and the Committee on Energy and Commerce of the House of Representatives, that includes a plan of action with respect to the development and operation of the Youth Vapor Product Education, Prevention, and Enforcement Program.
