Notwithstanding section 343(a)(13)(C) of the Consolidated Farm and Rural Development Act, for the purpose of water and waste disposal guaranteed loans provided under paragraphs
(1)and
(24)of section 306(a) of such Act, the terms rural and rural areas mean a city, town, or unincorporated area that has a population of no more than 20,000 inhabitants.
