Congress finds that— the United States leads the world in innovation through scientific research; many technologies making major contributions to the United States economy were created through Federal support for scientific research, including nuclear power, the laser, the personal computer, the internet, and Global Positioning Systems; and in recognition of the importance of innovation through scientific research and development, Congress increased appropriations for Department of Energy research and development programs for fiscal year 2016 and each fiscal year thereafter.
It is the sense of the Senate that— to maintain the position of the United States as a world leader in innovation, Congress and the Secretary of Energy should continue to support innovative science research and development at National Laboratories and institutions of higher education, along with private partners and nonprofit research organizations, through sustained robust and reliable funding in specific research areas, including— exascale computing and supercomputing; quantum and photonic information sciences; biological and environmental research; energy; and materials and manufacturing; and Congress should continue to increase scientific research and development funding— to ensure future technological advances continue to spur innovation; to help companies create good paying jobs; and to strengthen national security.
