In this Act: The term appropriate congressional committees means— the Committee on Homeland Security of the House of Representatives; the Committee on Transportation and Infrastructure of the House of Representatives; the Committee on Homeland Security and Government Affairs of the Senate; and the Committee on Commerce, Science, and Transportation of the Senate. The term maritime border means— the transit zone; and the borders and territorial waters of Puerto Rico and the United States Virgin Islands. The term transit zone has the meaning given such term in section 1092(a)(8) of the National Defense Authorization Act for Fiscal Year 2017 ( 6 U.S.C. 223(a)(8) ).
