The Export Administration Act of 1979 ( 50 U.S.C. App. 2401 et seq.) (as continued in effect pursuant to the International Emergency Economic Powers Act) is repealed. The President shall implement the amendment made by subsection

(a)by exercising the authorities of the President under the International Emergency Economic Powers Act ( 50 U.S.C. 1701 et seq.).
