Not later than 180 days after the date of the enactment of this Act, the Secretary shall submit a report to the appropriate congressional committees that includes— the full costs incurred by the Department to provide American Spaces, including— American Centers, American Corners, Binational Centers, and Information Resource Centers; and the total costs of all associated— employee salaries, including members of the Foreign Service, other United States civilian personnel, and locally employed staff; programming expenses; operating expenses; contracting expenses; and security expenses; a breakdown of the total costs described in paragraph
(1)by each space and type of space; the total fees collected for entry to, or the use of, American Spaces and related resources, including a breakdown by the type of fee for each space and type of space; the total usage rates, including by type of service, for each space and type of space; and an assessment of the significance, utility, and benefit of the American Spaces program in promoting mutual understanding and the value of American culture.
