Sec. 521. Enlistments vital to the national interest

Section 504(b) of title 10, United States Code, is amended— in paragraph (2)— by inserting and subject to paragraph (3), after Notwithstanding paragraph (1), ; by striking enlistment is vital to the national interest. and inserting person possesses a skill or expertise— ; and by adding at the end the following new subparagraphs: that is vital to the national interest; and that the person will use in daily duties as a member of the armed forces. ; and by adding at the end the following new paragraph (3): No person who enlists under paragraph
(2)may report to initial training until after the Secretary concerned has completed all required background investigations and security and suitability screening as determined by the Secretary of Defense regarding that person. A Secretary concerned may not authorize more than 1,000 enlistments under paragraph
(2)per military department in a calendar year until after— the Secretary of Defense submits to Congress written notice of the intent of that Secretary concerned to authorize more than 1,000 such enlistments in a calendar year; and a period of 30 days has elapsed after the date on which Congress receives the notice. . Not later than December 31, 2019, and annually thereafter for each of the subsequent four years, the Secretary concerned shall submit a report to the Committees on Armed Services and the Judiciary of the Senate and the House of Representatives regarding persons who enter into enlistment contracts under section 504(b)(2) of title 10, United States Code, as amended by subsection (a). Each report under this subsection shall include the following: The number of such persons who have entered into such contracts during the preceding calendar year. How many such persons have successfully completed background investigations and vetting procedures. How many such persons have begun initial training. The skills that are vital to the national interest that such persons possess.
