Sec. 2812. Force structure plans and infrastructure capabilities necessary to support the force structure

Not later than the date on which the budget of the President for fiscal year 2021 is submitted to Congress pursuant to section 1105 of title 31, United States Code, the Secretary of Defense shall develop and submit to the congressional defense committees the following: A force structure plan for each of the Army, Navy, Air Force, and Marine Corps and the reserve components of each military department that is informed by— an assessment by the Secretary of Defense of the probable threats to the national security of the United States; and end-strength levels and major military force units (including land force divisions, carrier and other major combatant vessels, air wings, and other comparable units) authorized in the National Defense Authorization Act for Fiscal Year 2018 ( Public Law 115–91 ).
A categorical model of installation capabilities required to carry out the force structures plans described in paragraph
(1)based on— the infrastructure, real property, and facilities capabilities required to carry out such plans; and the current military requirements of the major military units referred to in subparagraph
(B)of such paragraph. In developing force structure plans and categorical models of installation capabilities under subsection (a), the Secretary of Defense shall ensure that the infrastructure, real property, and facilities of each of the military departments are categorized and measured in consistent terms so as to facilitate comparisons. Using the information in the force structure plans and categorical model developed under subsection (a), the Secretary of Defense shall submit to Congress each of the following: An assessment of the requirements necessary for carrying out the force structure plans compared to existing infrastructure, real property, and facilities capabilities, as documented in the records maintained under section 2721 of title 10, United States Code. An identification of any deficit or surplus capability in such infrastructure, real property, and facilities— for each military department; and for locations within the continental United States and territories.
