If the President does not certify to the appropriate congressional committees that the Russian Federation has returned to full and verifiable compliance with the INF Treaty within one year of the date of the enactment of this Act, the prohibitions set forth in Article VI of the INF Treaty shall no longer be binding on the United States as a matter of United States law. In this section: The term appropriate congressional committees means— the congressional defense committees; and the Committee on Foreign Relations of the Senate and the Committee on Foreign Affairs of the House of Representatives.

(INF)Treaty , signed at Washington December 8, 1987, and entered into force June 1, 1988.
