Section 210(a)(1) of title 23, United States Code, is amended by striking closures or restrictions and inserting closures, closures due to sea level rise and flooding, or restrictions . Section 210 of title 23, United States Code, is amended by adding at the end the following: Beginning in fiscal year 2019, funds appropriated for the purposes of this section shall be available to pay the cost of repairing damage caused to, and for any infrastructure to mitigate the risks posed to, highways by recurrent flooding and sea level rise, if the Secretary shall determine that continued access to a military installation has been impacted by past flooding and projected sea level rise. .
