Sec. 1609. Limitation on availability of funds for Joint Space Operations Center mission system

None of the funds authorized to be appropriated by this Act or otherwise made available for fiscal year 2019 for the Joint Space Operations Center mission system may be obligated or expended until the date on which the Deputy Secretary of Defense makes the certification under subsection (c). Of the funds authorized to be appropriated by this Act or otherwise made available for fiscal year 2019 for service and management applications of the enterprise space battle management command and control, not more than 75 percent may be obligated or expended until the date on which the Deputy Secretary of Defense makes the certification under subsection (c).
The Deputy Secretary of Defense, without delegation, shall certify to the congressional defense committees that the Secretary of the Air Force has entered into a contract to operationalize existing, proven, best-in-breed commercial space situational awareness processing software to address warfighter requirements and fill gaps in current space situational capabilities.
