None of the funds authorized to be appropriated by this Act for assistance to the Ministry of the Interior of the Government of Iraq may be obligated or expended until the Secretary of Defense and the Secretary of State jointly certify to the appropriate congressional committees that such funds, including funds for the provision of intelligence sharing, will not be disbursed by the United States to any group that is, or that is known to be affiliated with, the Iranian Revolutionary Guard Corps–Quds Force or other state sponsor of terrorism.
Not later than 90 days after the date of the enactment of this Act, and annually thereafter until the Iraq Train and Equip Fund is no longer in effect, the Secretary of State should submit to the appropriate congressional committees a report on the implementation of this section. In this section, the term appropriate congressional committees means— the congressional defense committees; and the Committee on Foreign Relations of the Senate and the Committee on Foreign Affairs of the House of Representatives.
