It is the sense of the Senate that— the United States should seek additional opportunities, at the tactical, operational, and strategic levels, to provide missile defense capabilities, doctrine, interoperability, and planning to allies and trusted partners of the United States; an expedited foreign military sales arrangement would be beneficial in delivering such missile defenses to allies and trusted partners; and it is important to continue to work with allies and trusted partners, such as Israel, to learn from their experience deploying successful missile defense technologies.
