It is the sense of the Senate that the Secretary of Defense and the Secretary of State should— urgently prioritize the completion of a comprehensive strategy to counter Russian malign influence; and submit to Congress the report required by section 1239A(d) of the National Defense Authorization Act for Fiscal Year 2018 ( Public Law 115–91 ).
