Section 1245(b) of the National Defense Authorization Act for Fiscal Year 2010 ( 10 U.S.C. 113 note) is amended— in paragraph (3)(B), by inserting the Houthis, after Hamas, ; and in paragraph (7)— by inserting the Russian Federation, after Pakistan, ; and by inserting trafficking or before development .
