Sec. 247. Reports on comparative capabilities of adversaries in key technology areas

Not later than 180 days after the date of the enactment of this Act, the Secretary of Defense shall, in coordination with the Director of the Defense Intelligence Agency, submit to the appropriate committees of Congress a set of classified reports that set forth a direct comparison between the capabilities of the United States in emerging technology areas and the capabilities of adversaries of the United States in such areas. The reports required by subsection
(a)shall include, for each technology area covered, the following: An evaluation of spending by the United States and adversaries on such technology. An evaluation of the quantity and quality of research on such technology. An evaluation of the test infrastructure and workforce supporting such technology. An assessment of the technological progress of the United States and adversaries on such technology. Descriptions of timelines for operational deployment of such technology. An assessment of the intent or willingness of adversaries to use such technology. The Secretary shall ensure that the reports submitted under subsection
(a)cover the following: Hypersonics. Artificial intelligence. Quantum information science. Directed energy weapons. Such other emerging technical areas as the Secretary considers appropriate. The Secretary shall prepare the reports in coordination with other appropriate officials of the intelligence community and with such other partners in the technology areas covered by the reports as the Secretary considers appropriate. In this section, the term appropriate committees of Congress means— the Committee on Armed Services and the Select Committee on Intelligence of the Senate; and the Committee on Armed Services and the Permanent Select Committee on Intelligence of the House of Representatives.
