Not later than March 1, 2019, the Secretary of Defense, acting through the Under Secretary of Defense for Research and Engineering, shall submit to the congressional defense committees a plan— to eliminate the Strategic Capabilities Office of the Department of Defense by not later than October 1, 2020; to transfer the functions of the Strategic Capabilities Office to another organization or element of the Department by not later than October 1, 2020; or to retain the Strategic Capabilities Office. The plan required under subsection
(a)shall include the following: A timeline for the potential elimination, transfer, or retention of some or all of the activities, functions, programs, plans, and resources of the Strategic Capabilities Office. A strategy for mitigating risk to the programs of the Strategic Capabilities Office. A strategy for implementing the lessons learned and best practices of the Strategic Capabilities Office across the organizations and elements of the Department of Defense to promote enterprise-wide innovation. An assessment of the transition outcomes, research portfolio, and mission accomplishment in the key functions of the Strategic Capabilities Office described in subsection (c). An assessment of the relationship of the Strategic Capabilities Office with— the acquisition and rapid capabilities programs of the military departments; Department laboratories; the Defense Advanced Research Projects Agency; and other research and development activities. Assessment of management and bureaucratic challenges to the effective and efficient execution of the Strategic Capabilities Office missions, especially with respect to contracting and personnel management. The key functions described in this subsection are the following: Repurposing existing Government and commercial systems for new technological advantage. Developing novel concepts of operation that are lower cost, more effective, and more responsive to changing threats than traditional concepts of operation. Developing joint systems and concepts of operations to meet emerging threats and military requirements based on partnerships with the military departments and combatant commanders. Developing prototypes and new concepts of operations that can inform the development of requirements and the establishment of acquisition programs. The plan required under subsection
(a)shall be submitted in unclassified form, but may include a classified annex.
